They look like a plastic carossel exterior with a spinner on the inside that when hung over a christmas lightbulb it gets hot and spins the little alunimum spinner inside. They came out about 1950’s-early 1960’s possibly sold at Woolworths or Cress’s 5 & 10 cent store.
