I don`t think you can say which country ,. But the problem is that many European country as we know have only been like this recently for instances Germany only existed for about 150 years, before that it consisted of lot of smaller states, most European country have been changing their borders so it is a bit hard to say. Not only that the whole process of Christmas tradition developed over time, many say that allot of the tradition came from pagans which was adapted to Christianity same applies to Easter, the best answer i could give is western and northern Europe.

America was the first country to celebrate christmas with decorations, starting in the late 1600’s. Jesus’s birthday is July 7.
